The French Sociologist Emile Durkheim defined two kinds of societies i.e.  Simple society and the complex society . The former one is comprised of simple way of life, whereas the individuals play multiple roles at same time, thus keep an environment of social integration in society. While the later one is comprised of fields and disciplines, which is based on professional skills and specialization of persons in the core areas, these complexities give birth to transformed institutions.

The World nowadays we are living in is the over complexed form of society .Where the institutions have been evolved in structures as well as in functions. Technological advancement has brought an extraordinary capacity in terms of production of goods and amplified provision of services .While on the other hand this technological advancement has transformed our behaviors to a great extent.  For example the transformations in behaviors could be seen while  using computer for writing, computing for mathematicians, researchers, banking & media professionals and controlling the production units for industry workers, using of cell phones to get in touch with relatives, friends and business clients and partners, utilizing bikes, cars, rails and airplanes for travelling etc.

While putting light upon the negative side of this behavioral transformation caused by technological advancement, we frequently come to know the advanced methods of crimes in the forms of robbery, dacoity, stealing, murders, kidnapping, ransom etc. To counter the later behavioral transformations developed nations in the west had have made mechanism through transformed constituent laws and boarded on ground actions. However developing countries like Pakistan has been lacking in countering this. The three major cities of Pakistan i.e. Karachi, Lahore and Islamabad which are the absorbents of massive population influx, had have been witness of high crime rate.

The foremost reasons behind the increasing crimes in these major cities is the overwhelmed migration of masses  from rural and less developed backward areas in search of earning business ,education and other security related matters, which has obliviously increased the ratio of aboriginal cults hailing from different diversities , classes and social folds. The recent statistics about Karachi revealed that the city has first place in the race of crime rate 65.82% with an increasing crime rate of moderate level i.e. 45.11 %, more than 48.7% incidents of homes louting and things stealing have been recorded. While the rate of robbery have been estimated up to 66.13% and so on incidences of other crimes.

Lahore the second major city of Pakistan following Karachi in this crime contest. Where the crime rate is 39.08 %, with a regular of 39.51 % increase in past three years, the cases of robbery and car stealing record is more than 35.84 %, the city holds 44.64 % cases of armed robbery and other violent crimes. Islamabad the third major city and the capital of Islamic Republic of Pakistan ,the center of political activities and abode of literate jargons, the city is facing a crime turmoil since PTI government took the bridles of state affairs. Crime ratio in Islamabad is (25.65%) comparatively less than crimes happened in Karachi and Lahore until July 10, 2019.

The crimes ratio have been recorded based on different indicators. Police have been equipped with advanced tools and have been trained in different investigation specialties, but still the crime rate is rising up instead of dropping down across the country.  As society evolved the methods and techniques of crimes have also been evolved. Criminals and law offenders are using modern gadgets to collect information about the prospected crime scenes.

They keep surveillance of their targets and make proper case studies before execution of their plans of robbery, dacoity, kidnapping, ransom, murder and rape etc. Recent cases of dacoity in Islamabad revealed that the dacoits were so well trained that they escaped from the eyes of CCTV cameras and had knowledge of fingerprints identification so they used transitioned clothes or other undetectable items to keep them safe without leaving any clue at crime scenes.

One thing which is very important to be noticed that these crimes go on in sequence in one territorial zone and enter to the other. For example once an incident of robbery happens in one corner of the city then it moves in parallel to other.

Recently in Barakahu area three incidences of dacoity happened on intervals of 7 to 15 days, same case of robbery and dacoity happened at Karachi Company, Sabzi mandi near Pirwadai adda. Taking crimes of other nature like rape and pedophilia, a case of girl named Farishta happened near Chakshehzad town police station two months ago, which shattered different segments of our society .

After two months on July 9, 2019 same incident was repeated at Hafiz Abad Barakahu Islamabad, where a four years old kid girl was allegedly raped and thrown in nearby bushy fields, although the kid girl is out of danger and is under treatment at Pakistan Institute of Medical Sciences (PIMS).

But the stigma which will go with her and her family could not be ignored for the rest of her life. In the case of Farishta three persons were accused ,one who was identified her closed relative put behind the bars after long delay due to complex policing procedure ,while six policemen including SHO were dismissed from their services, however it was revealed  in different media circulars that they were reinstated later on.

It is very evident that the crimes which are happening on large scale especially in the major cities of Pakistan gave birth to stinky questions, that how it possible in such cities where a mesh of Safe City project have been spread from right to left and front to back are the centers of large scale crimes occurrence.

As the crimes evolved due to the extensive technology use and planned mechanism. Cannot the law enforcement agencies, countering crimes authorities evolve their system and train their personals to revamp the lost trust of citizens in them? Can they do lesser the gap between public and government institutions such as police and other investigative agencies?

The government should take precautionary and meditative measures for the safety and security of citizens. While the public should to be vigilant about their surroundings, their privacies and keep a watch dog on themselves and beloved ones.
